This page sets out the documentation that the Town Council has in place to regulate its working practices. It also holds information relating to statutory policies and procedures that the Town Council has adopted. The Art of the Possible
A group of Town Councillors, under their own initiative, have developed the Haywards Heath Town Council Priorities 2017 onwards ‘The Arts of the Possible’. The visionary document was then considered by the Town Council’s Planning Working Group who made a number of subtle changes and then resolved to recommend the document’s adoption to Full Council.It must be noted that the document contains small and large scale projects, some of which will take a long time to come to fruition, and will involve the obtaining of third party funding and permission for land use. It is hoped that residents and local organisations will understand the complexities of a number of projects and afford the Town Council time to achieve these aims and objectives. This is simply a message that will hopefully put into perspective the rise in expectation that will naturally come from such a document.
Standing Orders and Financial Regulations
The Council's Standing Orders and Financial Regulation (reviewed 13/05/19) are a key component of how the Council conducts its business at political and officer level. Standing Orders regulate how business is carried out at committee meetings. This document includes Committee and Working Group Terms of Reference and Delegation to the the Town Clerk.
Councillor Code of Conduct
All elected, co-opted and independent Members of local authorities, including Parish Councils, are required to abide by their own, formally adopted, Code.
