Policy on Virtual Meetings
Until recently the Law governing Council and Committee meetings required Councillors to be present together in a physical location. Meetings were largely governed by the Local Government Act 1972 and the Local Authorities (Executive Arrangement) (Meetings and Access to Information) (England) Regulations 2012. Such legislation did not anticipate a global pandemic and the current impact of Covid-19 and social distancing guidance which has made it impractical to run Council and Committee meetings in the usual way.
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 came into force on 4th April 2020. The Regulations provide Councils with the power to hold their Council and Committee meetings remotely, by electronic means, between 4th April 2020 and 6th May 2021. Consequently, during this period of time, to enable Councillors, Officers and the public to social distance themselves, Council and Committee meetings can lawfully be held on remote platforms by access via electronic devices, rather than being held in a physical location, such as our Council Offices in Haywards Heath.

Destination Haywards Heath - Corporate Priorities 2019 onwards.
The Town Council has developed it's corporate prorities, which are presented through the visionary document 'Destination Haywards Heath'. This document was considered by the Town Council’s Planning Working Group who resolved to recommend the document’s adoption to the Council's Planning Commitee and was then ratifted for adoption and became formal Town Council policy, to support teh Council's Neighbourhood Plan, at the meeting of Full Council dated 30th September 2019.
Detsination Haywards Heath presents and looks at the priorities for Haywards Heath Town Council over the next ten years. These priorities will be delivered in partnership with principal authorities and will ultimately make Haywards Heath even more economically viable for future generations, which will make our community more vibrant and the Town an even more sustainable place to live, work and play. In addition to the Town Council’s pledge to work with its principal authorities it will also welcome input from volunteer clubs and organisations, the business community and, of course, the valuable and much needed input of our ever-expanding community.
Standing Orders and Financial Regulations
The Council's Standing Orders and Financial Regulation (reviewed 13/05/19) are a key component of how the Council conducts its business at political and officer level. Standing Orders regulate how business is carried out at committee meetings. This document includes Committee and Working Group Terms of Reference and Delegation to the the Town Clerk.
Councillor Code of Conduct
All elected, co-opted and independent Members of local authorities, including Parish Councils, are required to abide by their own, formally adopted, Code.
