Planning and Economic Development

Haywards Heath Town Council is not a Planning Authority, but under the Local Government Act 1972 is able to make observations to the Planning Authority, Mid Sussex District Council, upon applications within the Town.

In line with this power the Town Council commits to ensure that the Town’s voice is heard on every application made in Haywards Heath by holding a meeting of its Planning Committee every three weeks to comment on applications sent through by the District Council.

The Planning Committee is made up of two Members from each of the Council’s five Wards and has the following remit.


The making of representations to the Local Planning Authority on applications for planning permission, which have been notified in accordance with the Town and Country Planning Act 1990.

The making of representations in respect of appeals against the refusal of planning permission.

To make recommendations to MSDC regarding street names.

To consider and monitor the town and other development plans and make the appropriate representations.

To consider applications for road closures.

To consider recommendations made by the Working Group tasked with reviewing the development of housing in Haywards Heath.

To consider matters relating to the redevelopment of the station quarter and the Town Centre.

To consider/note requests for the expenditure of Section 106 developer contributions allocated to Haywards Heath by third parties or directly by the Town Council.

To consider and comment upon consultations relating to planning matters in relation to Mid Sussex District Council, West Sussex County Council or any other regional or national statutory bodies.

Planning for the future of Haywards Heath
In light of recent developments relating to the progress of the Town Centre regeneration programme and the government scrapping the Regional Spatial Strategy (South East Plan) the Town has the opportunity to re-look at the broad location for new housing developments and ensure that the infrastructure needed to support the housing that Haywards Heath may have to take is provided accordingly.

To drive this work forward in partnership with Mid Sussex District Council, who have committed to working with the Council to develop our Town Chapter and resulting development briefs the Town Council has formed a Local Planning Working Group, which will make recommendations to the Planning Committee and subsequently council on issues relating to future plans for housing development. The group is set up in the following manner with the accompanying remit

Membership: Chairman of Planning and three other Members to be agreed by Full Council.

To comment on matters relating to the development of housing in the Town, through a Local Plan model
To comment on the development of the Town Chapter
To consider proposed housing sites for development in Haywards Heath
To consider and comment upon development briefs/plans developed for the Town



Economic Development
In line with Mid Sussex District Council’s Economic Development Strategy and working in partnership with the District Council and organisations such as Haywards Heath and District Business Association and The Orchards Shopping Centre, the Town Council is committed to looking at initiatives and activities that will make the Town more desirable for businesses to locate, whilst ensuring we support those established in the Town to survive and prosper.
